The HDI value has imporved since the 1980's to 2011. During the 1980's the education is not being met, although Uganda has alot more education than the other Africa countrys, but education is still poor in Uganda. However, it has imporved over the years. The problem is because the government uses the money on developting army and weapons, so the money on education is less, that's why the education is poor in Uganda.
